I'm pretty sure Ciara started the distro after living in Boston for a good year or two after leaving Portland.
ETA: Yeah, the site is somewhat vague about it, but Ciara was already living in Boston when the 4th and 5th issues of A Renegade's Handbook... came out. I remember cos I distroed 4 out of the 5 issues.
